  17. <p>     Security forces have killed thousands of independence
  18. fighters in East Timor since 1976, when Indonesia annexed the
  19. former Portuguese territory, but there was no significant outcry
  20. from world opinion. This time it may be different.
  21. </p>
  22. <p>     Indonesian troops opened fire two weeks ago on a crowd of
  23. 1,000 marching in memory of a militant student at a cemetery in
  24. Dili, the capital of the province. According to various
  25. estimates, the soldiers' weapons killed 19 to 200 people.
  26. </p>
  27. <p>     Two American journalists witnessed the attack and, though
  28. they were beaten, escaped to report it. Outrage followed
  29. swiftly last week. The European Parliament called for an arms
  30. embargo on Indonesia. The Netherlands, which heads an aid
  31. consortium for Indonesia, halted new assistance, and there were
  32. street demonstrations in Portugal.
